The new regulations focus on the management of the electric bicycle industry, standardize the production and operation behavior of enterprises, and improve the safety level of the production, sales, use, recharging, scrapping and recycling of electric bicycles. It is reported that the "normative conditions" put forward requirements from seven aspects, including enterprise layout, technology and equipment, product quality and management, and the protection of consumers' rights and interests.
Electric bicycles will be smarter in the future, and Beidou high-precision positioning system will install "eyes" on electric bicycles. In terms of product quality and management, the "normative conditions" proposes to encourage enterprises or subordinate groups to increase investment in research and development, to meet the needs of consumer upgrading, to develop lightweight, intelligent, and networked electric bicycle products, and to carry out the promotion and application of Beidou high-precision positioning. The enterprise or its affiliated group shall independently develop no less than 10 models every year, and the R & D investment shall not be less than 2% of the main business income of the previous year. The main electric bicycle products of the enterprise have technological invention patents.
Encourage enterprises to vigorously promote intelligent manufacturing
In terms of process equipment, the "specification conditions" require enterprises to have metal cutting, bending, welding, electrophoresis equipment or production lines that match the production capacity of electric bicycles, and the welding automation rate is more than 70%. Encourage the use of automatic welding robots. The enterprise has the necessary inspection and testing equipment to match the production capacity of electric bicycles, as well as the necessary testing ability of chargers, batteries and other parts, with the original value of not less than 1 million yuan.
In terms of intelligent manufacturing and green manufacturing, the new regulations encourage enterprises to vigorously promote intelligent manufacturing, improve the level of modern management, the ability to ensure production safety and the efficiency of resource allocation, and promote digital upgrading of product research and development, production operation, marketing management, after-sales service and other links. Enterprises should use three-dimensional software for modeling design, equipped with and use ERP (enterprise resource planning), MES (production execution system). Electric bicycle batteries produced or purchased by enterprises should be coded and identified in accordance with the standards to promote the traceability management of battery information.
As for how to deal with old batteries, the new regulations also make clear requirements, requiring enterprises to implement the extended producer responsibility system, through self-construction, entrustment, cooperation and other ways to provide old battery replacement and recycling services. We will strengthen the publicity of standardizing the recycling of waste lithium-ion batteries, guide consumers to standardize the safe transfer of waste lithium batteries, and encourage the safety monitoring and management of electric bicycles and batteries throughout the life cycle.
Resist the behavior of increasing the capacity of storage battery
In order to protect the rights and interests of consumers, the "normative conditions" make it clear that enterprises should have a sound product sales and after-sales service system, after-sales service should meet the relevant national standards, and enterprises should be encouraged to establish and improve international sales channels. The enterprise should state the risk of the use and recovery of lithium-ion battery in the vehicle product specification.
With regard to some illegal tampering by dealers, the new rules say that enterprises should strengthen the management of dealers, urge dealers to resist illegal tampering such as increasing the voltage capacity of batteries and lifting the speed limit, provide consumers with knowledge of standardized use and maintenance, and remind consumers to safely use battery products such as lithium-ion batteries. The helmet that the enterprise matches or gives with the car should meet the requirements of the national compulsory standard.
The relevant responsible person of the Ministry of Industry and Information Technology said that the "normative conditions" are guiding documents and do not have the preposition and compulsion of administrative examination and approval. Excellent electric bicycle manufacturers are encouraged to actively apply for standard announcements, and enterprises listed in the announcement list should strengthen their own management to ensure that they always meet the requirements of the norms and play a leading and leading role. For enterprises that no longer meet the requirements of the regulations, they will be withdrawn from the announcement list.

A few days ago, the compulsory national standard of "Safety Technical Specification for Lithium Ion Battery for Electric Bicycle" (GB 43854mur2024) (hereinafter referred to as "Technical Specification"), organized and drafted by the Ministry of Industry and Information Technology, has been issued by the General Administration of Market Supervision (National Standards Committee) and will be formally implemented on November 1st, 2024.
It is understood that the technical specification stipulates the safety requirements and test methods of lithium batteries for electric bicycles applicable to the "Electric Bicycle Safety Technical Specification" (GB 17761) from the two aspects of single battery and battery pack. In the aspect of single battery, six safety requirements are mainly considered, such as overcharge, overdischarge, external short circuit, heat abuse, acupuncture and marking; battery pack mainly considers electrical safety, mechanical safety, environmental safety, thermal diffusion, mutual recognition and cooperative charging, data acquisition, marking and other 7 aspects of 22 safety requirements.
It is worth noting that the technical specification is only applicable to lithium-ion batteries for electric bicycles whose maximum output voltage does not exceed 60V specified in the Technical Specification for Electric Bicycle Safety (GB 17761), but not for lithium-ion batteries used in electric scooters, balancing cars, electric motorcycles, electric tricycles and other vehicles. According to the regulations, after the implementation of the standard, all lithium-ion batteries sold in China for electric bicycles must meet its requirements.
It is reported that among the new electric bicycle models released by major domestic electric bicycle brands, more than 20% are equipped with lithium-ion batteries.
